Communications Authority of Kenya Requires Licensing for All Imported Digital Technology Products

The Communications Authority of Kenya (CA) has announced that all importers of digital technology must obtain a valid license before their products can enter the country.

In a notice issued on Tuesday, the CA urged compliance with the new regulations to facilitate a smoother clearance process at the borders.

New Compliance Requirements

Importers must now provide:

  • A copy of a valid compliance certificate.
  • A detailed invoice showing the product model and quantity.

These documents will enable officials to verify that imported ICT products meet the required technical and safety standards before they can be legally sold in Kenya.

Additionally, imported ICT products will remain in customs until government officers complete their inspection.

Internet-Connected Devices Must Adhere to IPv6

For devices that connect to the internet, the CA mandates that technical specifications be provided to confirm adherence to IPv6—the latest version of the Internet Protocol, which ensures efficient device identification and online traffic direction.

“Importers of ICT products are encouraged to cross-reference the list of type-approved equipment on the Authority’s website, at ca.go.ke/licensee-register, and attach a screenshot of the specific model as per the list,” CA announced.

The notice also stated that additional information may be requested on a case-by-case basis, depending on the complexity or novelty of the non-type approved ICT product being imported for non-commercial use.

Reinforcing Previous Regulations

This measure follows a similar directive issued on October 15, 2024, when the CA required mobile phones, tablets, computers, and other ICT gadgets to be registered to ensure consumer health, safety, and secure telecommunications networks.

“In furtherance of its mandate of safeguarding consumer health and safety, upholding public interest, and securing telecommunications networks, the Authority type approves all ICT terminal equipment meant for use in the country to ensure that it conforms to both national and locally recognized international standards,” the CA stated.

Mandatory Type Approval for ICT Equipment

To ensure compliance, the CA has reminded all stakeholders—including manufacturers, vendors, importers, service providers, and the general public—that any equipment intended for connection to the Public Switched Telephone Network (PSTN) in Kenya must undergo the Type Approval process before it can be sold, distributed, or used in the country.
