These proposals, outlined in the Review of the Telecommunications Market Structure document published on Tuesday, December 24, include changes to licensing categories and new compliance requirements for the business outlets.
Key Proposed Changes
- New Licensing Category:
The CA plans to shift cybercafe licensing from the current Public Communication Access Centre (PCAC) category to a dedicated Internet Cafes category. This change is intended to address regulatory challenges posed by the growing number of cybercafes. - Mandatory CCTV Installation:
Cybercafes will be required to install CCTV systems for enhanced security and monitoring. - Customer Identification and Record Keeping:
- Cybercafe operators must verify the identity of customers using browsing services.
- They will also be required to implement record-keeping practices and use logging-in software to track user activity.
- Compliance and Feedback:
Stakeholders and the public are invited to review the proposed rules and provide feedback by January 23, 2025.
