The Nairobi City County Government has announced a series of radical changes targeting matatus, clubs, and businesses within the Central Business District (CBD) to curb noise pollution and maintain order.
On Monday, Nairobi County Chief Officer for Environment Geoffrey Mosiria unveiled new regulations requiring matatus to mute their music upon entering the CBD and only resume playing it once they leave.
According to Mosiria, these measures aim to reduce long-standing noise pollution issues that have negatively impacted businesses, learning institutions, and residents.
“When they are in the CBD, they should not play loud music. We have businesses, colleges, and such,” Mosiria stated, emphasizing the county’s commitment to restoring order.
Key Regulations Under the New Directives
- Matatus must keep their music off while in the CBD.
- Touts and conductors are banned from shouting to attract passengers and must use placards displaying routes and fares instead.
- Businesses playing loud music outside their premises—including electronic shops and street vendors—will face strict penalties.
- Bars, clubs, and churches known for excessive noise will be subject to stringent enforcement actions.
Legal and Enforcement Measures
Mosiria noted that some clubs have resorted to legal battles to avoid compliance, even securing court orders to prevent county officials from shutting them down. However, the county government is taking a tougher stance.
“Legally, only bars and restaurants are permitted to operate in residential areas. We do not understand how someone can open a nightclub in a residential area and then seek court protection while disturbing citizens,” he said.
To enhance enforcement, the county is collaborating with the police, the National Environment Management Authority (NEMA), and liquor licensing officers to conduct thorough inspections and operations.
“We will be mounting serious operations on weekdays. We take measurements at night and come in the morning to seize all exhibits, including speakers and sound systems. We will also confiscate liquor if these establishments are found to be unlicensed,” Mosiria added.
