Uneasy calm settles in Haiti capital after Prime Minister Ariel Henry vows to resign

Amidst uncertainty about Haiti’s political direction, Prime Minister Ariel Henry has announced his intention to resign, a move that has left many Haitians relieved after months of escalating gang violence. However, questions about security and stability remain unsettled.

Henry, who is currently stranded in Puerto Rico, made his resignation pledge in a video released late Monday night, stating that he would step down as soon as a transition council and temporary leader were appointed. US officials indicated that members of the council are expected to be appointed by Wednesday or Thursday following talks in Jamaica between Caribbean leaders and US Secretary of State Antony Blinken.

While Michel Boisvert, Haiti’s acting prime minister during Henry’s absence, has signaled readiness to facilitate a smooth transition, signs of an improvement in the security situation were observed in the capital, Port-au-Prince, on Tuesday. Streets were quiet, and there were no reported attacks on government offices or police stations.

Additionally, the CPS cargo port reopened, and armed individuals who had previously taken control of the airport were no longer present. However, Radio Television Caraibes, one of Haiti’s largest TV stations, cited security concerns as it relocated its headquarters from central Port-au-Prince.

Meanwhile, plans to deploy Kenyan police officers to Haiti as part of a UN-backed security mission are on hold pending the establishment of a new interim government. The delayed mission aims to bolster local law enforcement efforts and restore order in Haiti, which has been plagued by gang violence and insecurity.

Despite the challenges ahead, there is hope for progress as discussions in Jamaica resulted in a deal between Blinken and CARICOM on the composition of the transitional council. This council, which is expected to include representatives from various sectors, will be tasked with appointing an interim prime minister and facilitating elections.

The situation in Haiti remains precarious, with armed gangs exerting significant influence and causing widespread displacement and humanitarian crises. As the country grapples with these challenges, international support and concerted efforts from Haitian stakeholders are crucial in charting a path towards stability and prosperity.
